Where is Diego???

Please Help....
I'm having a hard time finding Diego.
I'm in chapter 4 (I think) and is looking for a crew for a ship.
And I'm trying to find Diego to ask him to come with me, but where is he???

The people at the mines are all dead.....

Oh jeez, thanks for the spoiler!

He should be in the town near the first merchant, or at least where I am (Chapter 3) that's where he is. It may be different.
