I can't make it to the police report or the coffin cause my sneak is only 3 and I'm Gangrel. Those pea shooters don't do tons of damage but when you have 15 or so cops shooting at you they make short work of you in no time even with fortitude at level 1. I wish they'd just let me go on a killing spree. Would be so much easier to snipe at cops and then drain a few when you catch em off guard. Do I just start the game over and pour points into sneak at every possibility?

You can go on a killing spree if you want. The prince will be mad at you, but that's tough for him.
Otherwise, turn on Blood Buff to boost your sneaking skill by increasing your dexterity. There are also lots of corners you can hide in. Just time your moves right to avoid the patroling guards.

You can also take a look at the coffin from the security-cameras. It is quite easy to sneak in the control-room. IIRC the password was "Lighthouse" but I'm not sure anymore ... that was a long time ago and I'm old ^^
