Try the Balmora mage's guild. The woman that runs the teleportation thingie, sells soultrap spells, if I remember correctly. |

The name is of the scroll is (somebody's) Gem-Feeder - you may have seen it for sale and simply not recognized it. |

the vivec mage guild in the forreign quarters sells them to.
It's the lady on the ground flour, right when you enter the building (tro the door, not teleport)

Skink at Sadrith Mora mages guild gave me some scrolls for a quest as well. Best is to enchant an item for easy use.
