The reason Hex isn't in the list is because the list there is of spell effects, not actual spells. If you have any spell with a Damage <Attribute> effect you should now be able to create any of them - select Damage Attribute from the list and then select the attribute you wish to affect from the popup.

But you're right - maybe something has just "gone wrong" somewhere, and starting a new character will fix things.

You were right. I did make the damage spells. Still, I could not become a vampire with my Strength, Luck, Endurance, Agility etc. at zero. This while casting weakness to common disease 100% on myself. Alas, I will have to role a new character.

Thanks for all the excellent suggestions. The journey is more interesting than the destination anyway!

Bringin the latest news, a utility has been released today to convert mods to XBox. After I've read through it, I think it will definitely work(if you have some sort of chip for your XBox to FTP files.). So you can get a mod to make you a vamp.

The latest Bloodmoon patch does NOT allow you to have both werewolf and vampire blood. If possible on XBox, install an unpatched version of the game, become a vampire in ur current savegame, then install the patch or the patched version. For example, I downloaded & installed the patch after I became a vampire and nothing bad happened. You should use an unpatched version only if you have completed Tribunal and Bloodmoon (because it's damn hard to correct the bugs manually using the editor) and then patch to correct bugs in vampire quests.
