Hlaalu Stronghold...
   

I just began building the my Hlaalu Stronghold on the Odai Plateau. I'm mad because the UESP Morrowind walkthrough site has been down for several weeks. So I was hoping somebody here might help me out. Ok, so I talked to the guy in the Hlaalu Council Manor in Balmora, he said that the Stronghold has started construction, and he said to go to the site and talk to the Orc Foreman on the Odai Plateau. So far I like what I see, but how long will it take to finish all three phases of my stronghold and what exactly do I need to do to, if anybody could give a walkthrough that would be most helpful.

Well I can't give you any exact details, but first you have to end all the quests for the hlaalu guy in Balmora. After that you have to go to Vivec to the Hlaalu Compound and take quests from Cracius Crucio ( or some simillar name ) As far as I remember when you finish a couple of quests for him you will be allowed to build stage2 of your stronghold. After finishing all off his quests, you will have the possibility to build stage3. I didn't check this in any walktrough ( as you said the UESP is down ) it's just how I remember it from the game.
