OK this is really wierd and I'm wondering if people have encountered it before but all my special effects such as fire, spell effects, weapon trails, blood, etc. are all happeneing on the sky and not where they are supposed to.
If anyone has any ideas please tell me.

Looks like an incompatible graphics driver version.
