How do I use the boat to get out to the Elizabeth Dane?

In that little cove where you first went to get the explosives back from the Thugs, it maybe hard to see since its very dark, maybe adjust your gamma, there is a motored lifeboat in the water.

I found it. You have to take a running start before jumping in the boat. I was walking up and trying to enter. Then I jumped from a stand still and couldn't get it to workl
