First militia quest

I'm supposed to find the swamp weed for Andre. I've talked to everyone on the docks, but I can't find out any more than that the landlord Kadif has something to do with it, and I can't find him... Where is he? What should I do?
I'm also a bit confused about who to join. Should I join the militia, or go join the mercenaries? Can I change allegiance one I join someone?

do u mean the weed package ...

if you are talking about the weed package (militia quest) you will find it on a chest inside the warehouse on harbor .. the warehouse is a big house to the your right when entering harbor from the main street, you will pass that guy Moe .. then Ibrahin .. then the Ship Constructor Guy (forgot his name) and then Warehouse ... there is a guard protecting it inside the house ...

you will have to choose which guild to join cause as far as i know we cant change it ... they have specific issues and you will find a lot of them explained on othes posts here ...
you can join the thieves besides the regular guilds and its a very good idea because you will get the pickpocket skill from Cassia ... and some thieves quests ..
