snapper leader
   

i've killed all of the snappers in the area around and near Xardas's old tower. however, i can't seem to find that lizard leader that whats-his-face tells me about. i even killed the three fire lizards near the tower. where's that lizard near the tower, and where are these 'steps to the tower'? and am i even in the right tower?

If you are talking about the quest of the snapper leader in one of the mining camps then you are indeed in the wrong place. It's at the watchtower just uphill from the camp. There are five or so snappers and the leader is separated from the pack, standing right next to the watchtower. If memory serves right, then you need to take its claws as proof (no trophy skill required).

Edit: After using the search function (try it some time, it really works), I found the following: Fajeth must have given you the quest in the first place, however the snapper leader only appears after you have spoken to Bilgot. The claws are for someone else.....
