| Who is commander Ralph and where on earth is he? |

I have to talk to him about the meeting in the abandoned house, but I have no idea who he is, or where I might find him. He isn't in the Guard quarters, and I've looked all over for him in the houses, but no luck. |

I'm at work and I'm not sure how accurate my memory is. Commander Ralph is in a large house by itself, north of the barracks IIRC. When you find him, don't enter the room he's in - you can talk to him from the doorway. He has a habit of locking himself in his office if you walk in.  |

I recall him being south and east of the other commander, the one who told you to go find him.
Or, west of the burned out building.
Youll pass a lot of guards. In fact, there is a guardhouse where everyone tries to kill you. He is due east of that im sure of that, you can get the good guards and the evil guards fighting eachother. |

As others already told you, he is north of the Barracks - a bit NE.
Be careful not to go in his room. I hear you can ruin the game by doing that. Twice I want barging in thinking I was in the Barracks and heading out back and entered the room by mistake. But I restored after doing it.
