NOTR - "Pirate trade" quest
   

I spoke to Skip and learned that Baltram has been trading with the pirates. I spoke to Baltram about it, but didn't offer to help him.

The quest is still showing up my logbook, but there is no dialogue option anymore to help Baltram.

Is there any other way to finish this quest?
