are the legendary items random in the game? i've only obtained umbra-which is very nice btw- and i've been trying to explore as much as i can in this HUGE game without encountering any others. is it just because oblivion is much bigger in scale than morrowind?

They are fixed as far as I can tell, however most have a level requirement in order to get them if I am not mistaken.

Many seem to be tied with the Deadric Shrines: besides Umbra, I also got a hammer by doing a quest for the fat deadra whose shrine is north of Anvil. It was an interesting quest.
