Yes, you have to join a guild. Any will do.
You can't finish the missing people quest until you get to the expansion world.
The piece of stone is part of a key that you'll need.

People who give advice in this thread are skimming too much.
Let me repeat myself. After doing everything one is supposed to do: joining a faction, becoming a member of the Ring of Water, etc. If you ask Lares to take you to Onar's farm after giving him the ornament, he will NOT give you an option to take you to the Water Mages any more. This is BUG. He still has the ornament piece in his inventory but refuses to do anything but teach you. At some point, Lares had the option to take me to the Water Mages active, but I instead chose for him to take me to the Tavern. I believe I was going to the tavern after joining the Ring of Water and needed to go there anyways, along with Lares. When I came back to town to have him escort me to the mages, he no longer had the option.
After crashing the game many times with MARVIN, I finally figured out that all I have to do is stand next to Saturas, start marvin mode by going into character screen (B) and typing "marvin", then open console (f2) and type "insert itmi_ornament_addon_vatras" into it, then end marvin mode by typing "42" in the character screen (B). Then talk to Saturas and the quest will progress.

I have to join a faction, join the Ring (Which I don't know how to.) then, since I have the same problem as MoonDragon, I have to go next to saturas insert the ornament and the quest will continue? |

True, but you can finish enough of it to join the Ring of Water before entering the add-on world.

Hmm, I've had the bug, but I think it kept Lares from taking me to Onar, not the Ring of Water quest. I have experienced that he actually doesn't take you to Onar at all, but never that the game is messed up permanently. |

I think the problem is that I gave him the ornament and found a replacement for him. But I had asked him to take me to Onar's farm and now he refuses to take me to the mages. So he doesn't give the ornament to them and the mages can't give me the following quest... I'll try what MoonDragon said after my exams. |

I have the same problem. Before I joined any group, I had 2 options for traveling with Lares: Onar and Water Mages. I had to get a replacement for him before he would take me anywhere at all. I had him take me to Onar. I went through, joined the Militia, and then the Ring of Water. Then I wanted to go to the Water Mages, per my instructions from Vatras. But I only have the option to train with Lares as well. This seems to be a common problem...

Interesting... After starting over, I saved the game right before going anywhere with Lares. I had him take me to Onar, and then went to see if he could take me to the Water Mages, but the option is gone. It seems that this is a onetime thing. Either the Water Mages, or Onar.

Funny but I would never have this problem becasue I've never had Lares escort me to the Farm. But since I have no idea where the Water Mages reside, I would have to ask him to take me there. |

Strange, I recall him taking me to both places in my first NotR game. I would really like someone to nail down the exact trigger behind the bug, so we could all just avoid it. |

When you ask him to take you to Onar's farm, he won't take you to the mages nor to the Tavern after that. But I didn't know that he won't give the quest. Can't you ask the ornament back and go there yourself.

Wait, what do you mean. He never ever took me to Onar's Farm, only up to the tavern. I only have two options, Take me to the Water Mages and Take me to Onar's Farm (but he always stops at the Tavern)
No I can't ask for the ornament back, because the thing that's supposed to happen is that he takes me to the water mages and gives them the ornament... right? |
