AI Bug or is this normal?

At some point during chapter 3 the AI changed for factions. Now when I go pick a fight with Sentenza for example his buddies jump him and kill the poor guy. This happens with just about anyone that I can pick a fight with like Raoul, Fester and Bullco. I really enjoyed beating them up every time I passed by there now the fun is over, I don't want them to die.

It also happened with Biff and the dragon hunters the first time I talked to him. Is this normal? Is there some way around this? Don't pick a fight you say? But they are asking for it!!

OK well, I reloaded from a previous game without the bug and it still happened, I also started another game from scratch and again it happened at the same spot.

Is there any way to fix this? I can't complete some quests properly if I cant duel with anyone.

Any help apreciated.
