Is it possible to join the new camp without first joining the Old Camp? Yes or no will suffice. I'm trying for archer/rogue character development. Thanks!

Yes it is, but before u do do all the small sub quests that would get you accepted into either camps first to gain valuable extra XP then join the New Camp and ask Lee for missions and the mages for the Fire Mages Quest.
