Bloodmoon is an EXPANSION for Morrowind, so a new game will always start in Seyda Neen. If you wish to get to Solstheim (the Bloodmoon area) you need to travel to Khuul and take a boat to Solstheim. I would NOT recommend going to Solstheim for much time as a beginning character; it's likely to prove too dangerous. To get to Khuul take the Silt Strider from Seyda Neen to Balmora and then to Ald-ruhn and then to Khuul--I don't believe direct service is offered from Seyda Neen to Khuul Good luck!
