I need help with a quest in vivec

Hi! Y ou get the quest from an officer of the watch in the hall of justice.

I've been searching all over the place and have yet to figure out the quest .
what do i do?

me again. sorry for the fuzzy description lemme give you more details

You get the quest from on of the officers of the watch in the hall of justice in vivec. He (officer of the watch) tells you about a series of murders and asks if will solve it. So you go around town and ask peeps if they have seen a dunmer women in a skirt and netch armour. SO far every one i have asked says "No i haven't seen anyone like that or something along those lines. Who do i ask about the murders? where do I find the murders? HELP plz

Go to the foreign quarters building and ask them about the dunmer woman with a dagger. They will tell you that she is in the canalworks of the foreign quarter building. Shes not hard to find after that but she is hard to kill.

Hmm I think I found the woman with the dagger but she is dead and in the water. Any tips on how to solve the case now she is dead?

And by the way I am a level8 and cant kill the golden armor guy in the foreign quarter sewers, any suggestions? or should i just try later when i am stronger. 3 hits with his hammer and i am dead.
