The translation and rom can be found here:

but read their terms before:

"You may only download the Seiken Densetsu 3 ROM if you own the original SNES game cartridge. The purpose of this ROM is to act as a back-up of the original game in case the cartridge is damaged or destroyed; as well as the obvious convenience of having the game available to play on your PC. No harm is being done to the game company Square as Seiken Densetsu 3 is no longer available for purchase and therefore they can no longer profit from its sale. Finally, should you download this ROM you do so at your own risk. You will not hold Asal Bloodfang responsible for any damage caused to your computer due to the use of this game."

Just search for Secret of Mana 2 on google, you can find the rom that way.
My advice use snes9x for Emulator.

1.) Daggerfall - No I didn't finish it but I rarely ever finish a game.
2.) Ultima 7
3.) Betrayal at Krondor
4.) Fallout
5.) Soulbringer - Screw you guys who think this game sucks.
6.) The Summoning - GREAT game from what I played of it, my comp was too fast for it when I got it and I didn't get that far into it.
7.) Wizards and Warriors
8.) Morrowind - would be higher if it would've been more like Daggerfall
9.) Betrayal in Antaria - I liked it.
10.) Ulitma IX - Wasn't as good as it should have been
