When you get to Balmora, you are told to see Larious? at Ft. Monmouth. He gives you a quest to "take care" of the Commona Tong. Once you conplete the quest you can take over the Council Club. Nice place.

Location: Far too often in the office on the PC "working"...

As a mage, I found a room at the Mage's Guild in Ald'ruhn with a chest where I can store all my extra stuff, and I am just down the hall from the guild teleporter. The Guild there is also near the silt strider outside. Using the Mage's Guild and local transportation (land and sea), getting around isn't that difficult at all.
