look in the harbor distrinct close to the woman that gives you free fish soup, face her, go right and follow that huts untill you find him

if I remember right ignaz was behind that smith Carl in harbor district...
and from that fish soup making woman you go to right you come to halvor ..well if you have pissed of thieves you find somebody else first..
