You can use it on whoever you want, except Lord Andre . Practically, however, you should try it on somebody like the smith's apprentice... see to it that nobody else can see you two, pop him one, then when he goes running to the militia, use the spell on him.

the guy who gives you oblivion is good enough. steal something, and knock him down. steal all his tuff (he has some more oblivions) and use oblivion. then you finished the quest.

Right, that's funny!
*knocking down Ignaz and casting the spell on him*
Hero: I've tried your spell...
Ignaz: Did it work?

I loved that part!

But it would be wiser to beat up Valentino and use the scroll on him.
Do it after talking to Regis (the guy sitting in front of Matteo's shop) and Coragon (the owner of the inn, who will tell you when Valentino usually goes home - so can fight him without any witnesses). Go back to Regis right after beating the snot out of this snooty brat - you'll get some EXP and afair another little present...
This way's not so funny as beating up Ignaz, but you can earn EXP twice.

I beat up the guy in the cellar of the Monastary (in the room with the sacred hammer), stole the hammer while he was knocked out, and used oblivion on him when he got back up... ^_^

Good idea, especially since he has an important key on him...
