It is cheaper. Less risky. RPG's are the Hindenburgs of the computer games. A beauty when they fly - a catasthropic occurence for a game company and publisher when they crash...

Most projects start too ambitious. I know, mine did as well. So they diepretty soon. Doing games is - in most cases - business today. We got used to eye candy and stuff. There are exceptions, but only a few. In 98% of all cases you need BIG CASH to write a decent game (but luckily big chash won't automagically make a game decent *g*).

No, but big cash definately helps! Can buy the best talent, delay the due date as much as you want. Get everything just right. Poor people have to rush release dates, settle for sub-par programmers and artists. Money gets you a lot in the world!
