| Blades Quest in Vivec & Best Heavy Armour |

Right, I'm a bit stuck on this quest where you have to find the three people to get more info on the Nirvera Cult & Sixth House. I've found the first one, the theif, talked to her about this tax collector she wants 'removed' but where is he? I've wandered across the whole of St Olm's but none of them admit to being Tax Collectors. Can someone give me a specific location (i.e. which house in which part of Vivec - so I can complete this quest). Also, I'm playing a character with a 70+ heavy armour skill, and so I'm wondering what would be the best heavy armour to get? Is Glass good? or this Dwenmer stuff? if so, anyone point me to where I could retreive some.

He's in the waistworks of the same building. His name isnt exactly "The tax collector" but he has a normal name. He is dressed more richly then the other poeple on the floor. |

Not sure aobut the heavy armor, but Glass Armor is Light.
