Not ABSOLUTELY sure but try the Redguard standing in the hall of the Fighter's guild in Balmora. He should have some.

Strange. About every others arms dealer (especially those in the fighter's guild) has arrows - at least for me. Finding x-bow bolts is a lot more difficult.
Are you a member of the fighter's guild? Their supply chest should have 100 arrows and bolts in it, at least at the beginning. |

in seyda neen you can buy arrows from the trader or break in the storeroom (the house across the road with the tower) in the tower i found 250 iron arrows.
Palegiad trader has arrows, steel them out of his chest. He has other marksman weapons to.
If you stole them already you have to wait, until the restock.

i found an awesome spot for arrows. there is a ship that is wrecked up on a bank of sand just south of vivee. if you jump south off of the temple of vivee and swin south you will find a ship stuck on a sand bar...it is not underwater. there are something like 750 arrows in the hold.

There are about 17,000 normal Iron Arrows in the base game.
