You should go find someone in the harbor district who is alone. Beat them to the ground, but do not kill them. Once they recover, try talking to them. They shouldn't want to talk to you. Cast the spell on them, and then try talking to them again. If they are back to the way they were before you beat them up, the spell worked. Go report back to Ignaz.

I suggest you use Hanna at the inn. That way when you rob her, you get one of the treasure keys.

you dont need to wait until recovery..you can cast the spell when he is lying. if youre strong enough you can take Lutero (upper quarter merchant) he as very very valuable wares! just wait till midnight follow him to a quit place and do what you want. when he lying take his belongins and cast the oblivion spell.
