Modifying the Morrowind GUI

I'm working on a full-conversion mod, and part of it is of course a new GUI. That includes the menu, cursors and fonts. I've made the cursors, and now I'm trying to figure out how to implement them. I put them in the same folder as it is on the TES Construction Set CD, ran the game and took a look, and nothing had changed. What am I overlooking? Anyone know?

In the ini there is a line that allows you to overrule standard Morrowind art with new art. I am not an artist, so didnt care about it. You could have more luck in the morrowind.com mod forums.

I found that, and that forum. I tried the suggestion given (copy all the files used by Morrowind onto your hard drive, modify the images you want to, and change the variable in morrowind.ini to -1 -- I can't remember it offhand) and it didn't work; now it just crashes just after the intro video.
