What does it mean to use a weapon two handed?

Here is the situation I have noticed. My halfling rogue is using a rapier (medium weapon) but I notice that he is being forced to use it two handed (I presume because he is a small character and thus only really is supposed to use small weapons). My question is then what ramifications does using this medium weapon in a two handed manner have on his performance if any? Does he do more or less damage or does it adversely affect his initiative or what or does it not mean anything at all? For instance, would he truly be better off by using a small weapon such as a dagger even though the dagger damage is officially lower than the rapier? Please help with any knowledge you might have.

Whenever you use a weapon two handed in 3e you get to add to multiply your strength bonus x 1.5 to represent the greater force you can exert.

So if your halfling had a 14 strength (strong halfling) he would do 1d6 + 2 x1.5 = 3 . So 1d6 +3

Using a small weapon like a short sword he would do 1d6 + 2, but could use a shield or a second weapon if you were a ranger or took the feats to allow you to dual wield.

In tabletop you can only use weapon finesse on one weapon of your choice and you have to have your off hand free (weapon finesse: rapier is fencing). NWN ignores that little stipend so you get the dexterity bonus to hit instead of strength when using a shield or a finesseable weapon in two hands or dual wielding.

So in short (hee hee) if your halfling has weapon finesse and a 16 dexterity he would be getting +3 to hit with the rapier (plus normal attack and size bonus) and offsetting his lower strength with a +3 to damage instead of +2. Not bad.
