No I don't think you can let him live because if you get in the area of him he attacks you

I killed Hosh-pack before I talked to Ur-shak, that way he don't become mad at me but only moans about Hosh-Pack's death.  |

Ur Shak can be found to the left of the entrance of the old orc village, just above one of the mining sites in the area near Xardas' old new tower. There.

Urshak is on a cliff on top of Fajeth's camp. If you haven't kill Hospak, then after you talk to Urshak, he will stay in place and your quesst will not complete. I haven't tried the option to spare Hospak's life. He is like the orcs' general and should be eliminated. |

then you didn't finish the quest
after you kill Hosh-Pack and tell Ur-Shak, Ur-Shak is gonna go where you killed Hosh-Pack
you have to meet him there and kill 2 other orcs and after that talk to him
then you'l receive experience and he'l be mad at you but don't worry this won't affect the game and if you want some more experience then... 
KILL HIM TOO you'l meet him again in the add-on
