I found Charisma important in the game (Dialogues and Teammates).
Agility is very important and Itelligence too.
Gifted is very good. Dont pick Skilled because you lose a lot of Perks.
As for Luck, it is useful when you have 10. I remember I never had more than 5 normally but after killing the unlucky dog (Special encounter - what was the dog's name?) it increased to 10! After that I saw what high Luck can do! 
Tags? Small Guns is good, I would suggest Big Guns (There are some nice Heavy Machine Guns that are good even from a distance).
Edit: Noticed that it was about a sniper character.

Unless you're playing a particular type of character, Small Guns is the all-round best choice in my opinion. I'm not such a fan of Big Guns...there's not the same range of choice and ammo is a pain. Building some points in Energy Weapons in the mid-game will set you up for the big encounters at the end.
So...tag Small Guns, and choose between Science, Doctor, Speech and Sneak depending on the type of character.
Small Guns, Speech and Science is my favourite "general purpose" char although the Science is as much because I like that kind of thing.
Bloody Mess and Gifted and you're good to go!

It was Pariah dog or something like that and this was a special encounter in Fallout 2.
