Jager the Missile

Who is Jager the Missile? Well, I've heard of Jager Missiles. Maybe it is a joke? So, there are the Aleid ruins across the water when you exit the Imperial sewers (when the game starts). In the ruins is a camp. I swam across and was sneaking around camp. My sneak cursor indicated someone saw me, but no one was around. Or, so I thought.

Somebody with a high chameleon was hitting me. His name is Jager the Missile. Seems to be punching at me. I can take him down easy, but he only goes unconscious. In the time it takes him to wake up then get to his feet, there is an opportunity to loot him. Only a glass bow, but a high level weapon for a lvl 1. I can knock him down 100 times and he only goes unconscious. Seems to be a quest NPC.

Weird thing is, I didn't provoke the attack. He also won't follow me into the Market district. He will go as far as the door, but doesn't follow me in (I wanted to see what the guards did about him).

Anyone know what Jager the Missile is all about?
