Can anybody explain me how to check for FPS?

Set value for it in morrowind.ini to 1 (default is 0 = off).
I do not know exact name of this value, but you will find it very quickly. Just use "find" function of your word editor and type fps or *fps or *fps* according your editor characteristics.
