Enchanting Items

When you drop items like bone powder and garlic, etc. onto objects to enchant them, are the effects cumulative? I mean, by putting say, 20 bone powders in a row onto an object make the enchantment stronger than had you put only 5 bone powders?
Also, can you mix? Like put 3 garlics and 10 bone powders?

I was able to place both garlic and bone powder on a sword (at least it let me), even though I'm not actually sure if it really made a difference, but it would not allow me to mix garlic and bone powder when I tried to enchant a plate mail chest plate. And, how come after I do enchant it with garlic, which is supposed to raise dexterity, I put on the item and look at my stats, I don't see any change to my dexterity stat?

I don't know how many of an item you can use and have it still make a difference. but I know if you change from bone to garlic, the type of enchantment changes. What has to be done once you use these items on your stuff is you have to cast the spell enchant as well. Then the stats will change for you. Most items you use say bone powder on, will then say, item ready to be enchanted. Until you cast that spell you get no change in the effect of the item.
