Where can i find the Fire Mage rune...I am currently at the sleeper temple, and lvl 22...

You mean the teleport rune?
Xardas gives you a quest when your first mission in the temple is done. You cannot avoid to find the rune.

If you are in temple first time and you did not return on "surface" then you do not have this rune and it is OK that you do not have it ... But you will just not in far future.
