Have you had a run-in with the law recently?

Any stolen items you're carrying will be confiscated at time of arrest. Don't ask me how the guards know - they just do! You can be on one side of the island nicking a book from a Telvanni's bed chamber, return immediately to the mainland, and the wanted posters are already up all over town.

There are four ways to avoid this problem:

Firstly, you could refrain from stealing other people's property.

Secondly, you could avoid getting caught.

Thirdly, you can quickly drop all your stolen items before the guards lay a finger on you. You'll pay for your crimes monetarily, but the myopic guards won't notice the huge pile of armour on the ground behind you. Conclude your business, pick up your spoils, and carry on your merry way.

The fourth way is a little more interesting. Note that I said they "confiscate" your items - they don't destroy them. The guards will take them away and put them under lock and key. But still, if you're cunning, stealthy, or just plain brutal, you might be able to locate the box your ill-gotten possessions have been placed in, and liberate them...

hmm

I think you might be onto the problem. Does it matter if they catch you in another city from where you committed the crime? Since my alchemy gear was sorta hot I think that's what happened. Thanks!

All confiscated equipment is stored based on where you were caught, not on where you stole it.

So, regardless of where you stole everything from, anytime you get caught in Balmora, all the stuff that's confiscated gets put in the same place near Balmora.
