No help to that. The problem is that in the city u have MUCH more details, textures, npcs and oher stuff than outside, so it slows down every PC. Just set viewing distance to minimum when u enter the city (F1) and it should be quite palyble.

Use the hotkeys to turn down the details when it looks like combat. This should only happen in chapter 1. In the other chapters you can live with the low performance.
