Do NPCs steal, commit crime, or do anything at all?
   

Anyone know whether the NPCs do anything at all.
If you drop an item on the ground, will they be pickup by someone.
I do mean pick up, not just gone after sometime.
Or the NPCs are only talkers?

From what I've read they have the truely astonishing ability to walk around in pretty patterns!

pretty patterns? i don't even think they have that much intelligence. it is especially interesting that you can pester someone to death by failing to admire them and they never seem to get upset (even though their stat bar hits 0).

Does TES have the functionality to make this game dynamic? ie have NPC's actually have a life (or at the very least a daily routine?)

I'm sure it does, but it would require a lot of work. No, not a lot...a monumental amount of work. 3000+ NPC's would need edited manually.

wouldn't neccessarily have to edit them all manually, just do a code for ALL npcs that aren't enemies, like "find nearest house, sleep in it" "if other person present go to nearest other house, repeat"

THen you might end up with 20 people in a small house sleeping together. Seriously, the only way to have implemented this would have been to give every NPC their own bed and have them return to it at night. It does seem like many already have their own bed anyway though.. however this is NOT an easy thing to add and thus it probably never will

Ah I goofed... didn't catch the end of your post.

Still, having people sleep in random houses is strange. Not to mention "find nearest unoccupied house" is a fairly complex AI problem. Remember that morrowind's interiors are separate zones from the exteriors.
