Stuck in Goblin Level

I found the document that needs signed to let me past the guards in the prison, but I can't find a goblin that won't attack me first to sign it. I have the gem dealer liscence of course from earlier. What the heck am I supposed to do?

Also, while I'm at it, does anyone know where to find a really detailed walkthrough?

1) You need to find a prisoner goblin. BTW, you can always bribe the gate goblin lord

Remember the one locked in the prison? Hope you set him free, if no do so now if he is still there. You will find him in the Tavern at the outpost.
