Bastard swords are a two-handed weapon in TOEE?!?
   

What gives?? And why are they listed in the manual under 'exotic'
weapons?

They are exotic because the 3.5 edition rules that the game is based on say so.

I think you're missing my point. The manual seems to be incorrect. Bastard swords aren't treated as exotic weapons in the game. My Fighter is using one with no penalties and he is not proficient with Exotic weapons.

But what I really want to know is, why is TOEE treating Bastard swords as two-handed weapons when they're not. Bastard swords have always been one handed weapons in every D&D ruleset.

Bastard swords can be used by medium sized people with martial weapon proficiency in two hands as a martial weapon. To accomodate the size and length of the blade, however, to use it in one hand you must take the exotic weapon proficiency.

In other words, it takes more practice to wield it one handed than two handed. Practice in 3rd edition is represented by feats.
