Stunted Magicka - What is?

Can enyone enlighten me as to what "Stunted Magicka" does exactly? I thought about it when looking at star sign choices when generating a character.
It may be in the manual but I borrowed the game from a friend till my copy arrives (hopefully monday) and forgot to borrow the manual as well (DOH!)

I am pretty sure it means you do not regain mana by sleeping. The corresponding sign though allows your character to regain mana by absorbing spells of others.

Yes I tried it out, and that explaination fits very well... I made another character, because well... that's a bit difficult to live with - especially when my character is a High Elf, meaning extreme magic vulnerabilities.
