Is there combats in the arena ?
If yes how to access them ? |

Yes, but the combats only accessible through certain missions. I can't remember missions from which factions or guilds though.
There is another way to let you to have combats in Arena - use plugins. Go to morrowind summit, i am sure you will find it.
