Keeping in mind I want the cheapest video card able to run morrowind...I'm on a serious budget here. Any suggestions?

It is really not clever to buy cheapest card able to run MW because it will not be able to run next generation of games at all.
But if you really want to do it like that, you can buy some cheap GForce2 MX card (well, you will not be able to run MW well, but you will be able to run it) or GForce4 MX card.
If you want some cheap (but not cheapest), but really good card, go with GForce 3 Ti 200 or with Ati Radeon 8500 VE.

Depends what is your CPU. If you have a p4 1600 or AthlonXP 1500 and above, I would recommend a GeForce 3 or a Geforce4 (NOT THE MX EQUIVALENT, AS THOSE ARE WORSE THAN THE GF3!!).

If you have something lower, a GeForce 3 Ti200 Should be more than enough.

I would wait for the Geforce 4 ti 4200. About $150.

I have a GeForce3 ti200 and I get between 20-30 FPS in towns, 40-50 outdoors, and 60 (My maxfps for my monitor's refresh rate) indoors. This is with all video settings at max, in 1280 * 960 resolution on an AthlonXP 1900+. The video card runs about $100 now on priceline I think.
