Levitation question

I have used both the levitation spell and the blessing from the Temple shrine and I still don't understand how to use it.
By my understanding of the word, it should mean that I can rise up and down through the air, thus being able to seek out ledges to hide on and rain arrows down upon my opponents (and other such sneaky shenanigans).
But whenever I use it all that happens is my speed increases and I get stuck on stairs sometimes. I can't levitate up or down or even jump any more - please help.

If you're not able to jump, it should be active. Look up and try to walk forward and you should rise into the air.
