I am only in chapter 3 so the list is going to grow bigger by the time.
Blank Runes

1)In the chest, where Pyrokar sends you, if you want to complete the Test of Fire.
2)Gift from Parlan, for becoming a mage.
3)In friend's chest of Luteros,
4)From Fernado if you report to him about the VoM.
5)From Milten when you first see him in the Temple inside the Castle at VoM.
6)From Kervo.He is inside a cave in the VoM and gives you a blank rune if you kill all the Lurkers near the river.
7)You can buy three blank Runes from Gorax.(untill the chapter 3)
Lumps of Ore

1)From Khaled.The guy near Lee.(untill chapter 3)
2)From Bennet.
3)Inside a fish from Harold.The guy at the harbor who sells fishes.
4)Near a dead convict in the VoM.
5)Near the Paladins ship.
6)Two lumps of ore in the storehouse at the castle(VoM).
7)Five lumps of ore in the mine, where Dexter's caslte is.The two of them are on the wall, right and left from an "amount of ore".

LOL you are right.I decide for this game to take it very veeery slow so I would have the time to search everything in all chapters trigger all the side missions I can and complete them if possible at the same chapter.

You can also pickpocked Dobar, the smith in the Castle in the VoM in chapter 2, 3. That will give you a Lump of Ore too (you'll need about 80 dexterity) |

That rune in Xardas' old tower is only there if you are a mage, otherwise it's a lump of ore.

10)Talbin gives you a blank rune if you leed him outside of VoM(chapter5)
11)You can buy a blank rune from Gorax(at the beggining of Chapter 5)
12)You can buy a blank rune from Lutero(at the beggining of chapter5).
Tips:Lutero at chapter 4 sells a heart of a stone golem and at chapter 5 sells a heart of a demon ...so if you are a mage you dont need to learn the skill "remove heart" in order to make the two runes that require heart of stone golem and herat of demon.
Also in chapter5 Lutero sells a spell called "Army of Darkness".
