Galur Rithari's Papers needed please

I need Galur Rithari's Papers for the Wizard GM quest. They are supposed to be in some secret library in the Hall of Justice but I cannot find any secret library nor the Papers anywhere. I will assume the secret library is really a secret

. Please help guide me if you can.

Go into the hall of justice in vivec and look in the corners of the rooms for a trap door. I think it is partially covered by a rug.
