My framerate is about 20-25 with 200% in city and i only v got GF4 MX440 64mbddr,1,1ghz 384mbddr

I had the same problem but it's fine since I lowered the viewing distance in the visual options

The cities go slow for me too

Outside i can run everything max (view distance at 200/draw at 100)
and it's fine.

But in the city it drops bad. I think one of the reasons is the lights, because at the first of the city those 4 lights there, if i turn away it runs fine, but as soon as i have the lights in my view BAM it is a tad jerky.
