I've got to say Zombies
1. If you're fighting over a hotly-contested castle or town, there's bound to be bodies from centuries of war... no army is bigger than 500 years worth of corpses.
2. It's a battle, right? So, there are bound to be casualties on both sides. Once one of the orcs (or humans, or elves, whatever your flavor) dies, the necromancer can raise them up for his own side.
3. true, zombies could be cannon-fodder, but if you've got a ten foot wall of hand-to-hand combat zombies getting chewed up in front, your forces of archer zombies can unleash a rainstorm of terror in the meanwhile

just think of it:
1) Zombies have a weak attack
2) They have a weak defence
3) they run slower than turtles
4) they are not civilized
5) they are fewer in number
6) they are not organized in groups
7) they never had a village
 they neither have shamans nor do they have Elites
9) they are stupider than scravengers |

Zombies have on their side- Phantoms, Demons, Necromances, Dark Knights and Fallen Angels. Not to mention a whole slew of various sorts of undead. I think that beats the crap out of orcs.
