To join house telvanni go to Sadrith Mora and speak with the council. Don't belong to the mage guild.

Is Sadrith Mora a place or a person in Vivec ??

It's a place, an island off the east side of the map. It's kinda big, make sure you find the council hall (trick: climb up the big spiral tree in the middle of town (by the slave guy) and look around. It's a really big bubble -- but not the tower in the middle) and talk to one of em (can't remember her name)...
