where's ramirez and cillip or whoever

wheres ramirez located and also that guy that i give the weed package too?

thx in advance.......i really gotta start writing down where these npc's are located

If I remember right, Ramirez is in the sewers (thieves guild)

Cipher (the mercenary with the weed) is at the smith at onars farm. A.K.A Landowner

Cipher (the guy with the weed package) can be found standing in front of house with the smith at onans place (the guy who hired the mercs).
