Speak to Nemelle. You will find her at the clerk's ward. If I remembered correctly, you need to find someone for her first, then speak to her about the endless water decanter and she will give you the answer.

Botom Left corner, by a tent that is serving drinks, go get her friend in a very simial looking place in the Top Right corner, and then lead her to Nemelle.
