Where Is Gentleman Jim Stacey?

Does anyone know where Gentleman Jim Stacey is? The NPCs say a Bookstore in Vivec Foreign Quarter. I assumed that meant Jobasha's Rare Books, so I looked in there. No Jim Stacey. Where he beez?

I'm not sure but there might be a book store in the waistworks. Sorry if I'm wrong.

I think he's in a secret room inside a shop in the Foreign Canal Works.
